The meta title is the title that shows on the Search Engine Result Page with the description below the title that explains the content inside the webpage and that description is called the meta description.
The meta title should have about 60 characters with a keyword in it, so the viewer can easily know about the topic. And with the keyword in the meta title, there is a possibility for the blog or webpage to get into the initial pages of SERP when the searchers use the similar or same word in the search box.
A good meta description should have about 160 characters with keyword-rich components in the content.
